Course Goals (acquired competencies): The course is designed to provide basic knowledge in the regulation of the electricity and natural gas sectors as well as its application in the energy markets EU, SEE region and the Republic of Macedonia.

Course Syllabus: 1. EU Third Energy Package. Internal market in electricity: Directive 2009/72/EC concerning common rules for the internal market in electricity; Regulation (EC) 714/2009 on conditions for access to the network for cross-border exchanges in electricity; Internal market in natural gas: Directive 2009/73/EC concerning common rules for the internal market in natural gas; Regulation (EC) No 715/2009  on conditions for access to the network for cross-border exchanges in natural gas. 2. Clean energy for all Europeans – New EU energy package under preparation. Energy Union, policy, related regulation. 3. Energy Community and regional initiatives. Energy Community Treaty – objectives, parties, participants, institutional establishment; Obligations to the parties – Implementation of acquis communautaire on energy, environment, competition and renewable, as well as on energy efficiency and oil stock reserves; Expected benefits – security of energy supply, investments, regional energy markets, cross-border energy exchanges, integration into Internal energy market of EU. 4. Price regulation in the energy sector and tariffs. Needs for regulation in energy sector; Regulated activities – Transmission and distribution systems and system operators; Costs in transmission and distribution; Regulatory approaches, return of investments, tariffs and price calculation. Transmission and distribution network tariffs: Tariffs based on average costs; Tariffs based on marginal costs. 5. Primary and secondary energy legislation in the Republic of Macedonia. Energy Law and major secondary legislation; Electricity market model in the Republic of Macedonia; Market participants; Market entities. 6. Energy strategy of the Republic of Macedonia and expected developments.
